From March 1, 2026, the rules for employing foreigners in Georgia have changed.
If you are living in Georgia and planning to work here – whether as an employee, freelancer, or independent contractor, these changes will directly affect you. It is important to understand what is required and how to act under the new regulations.
In this article, we will briefly and clearly explain the main changes and the key details you should pay attention to.
What was the process before?
Until now, the system in Georgia was quite flexible. Foreign nationals legally staying in the country could carry out paid work without any additional permits – no work authorization and no residence permit specifically for employment were required.
Because of this, Georgia was particularly attractive for:
freelancers
IT specialists
remote workers
independent contractors
What changes from March 1?
Under the new rules, any foreigner who wants to work in Georgia either for a local employer or independently must have:
a Work Authorization (issued by the Labour Migration Agency)
a D1 visa or a work / IT residence permit
This means that employment is now formally regulated, and working without proper authorization is no longer allowed.
Who do these changes apply to?
The new rules apply to the following categories:
Labour immigrant – a foreigner employed by a local company (on-site or remotely)
Self-employed foreigner – a person independently carrying out commercial activities (services, trade, contracting, etc.)
Local employer – a legal entity or individual entrepreneur
Service provider / contracting party – anyone entering into agreements with a self-employed foreigner
Who is exempt?
The new requirements do not apply to:
holders of permanent residence or investment residence permits
refugees and individuals with temporary or humanitarian protection
asylum seekers
individuals employed in diplomatic missions, consular offices, or international organizations
accredited foreign journalists
individuals covered by international agreements with different regulations
Where and how to obtain the permit?
For employed foreigners:
The employer publishes a vacancy on worknet.moh.gov.ge
The agency attempts to find a local candidate within 10 working days
If no suitable candidate is found, the employer submits an application on labourmigration.moh.gov.ge
The foreign employee then obtains a D1 visa or a residence permit
For self-employed foreigners:
Submit an application on labourmigration.moh.gov.ge
Complete a video interview with the agency
Obtain a D1 visa or a work residence permit
Required documents
For employees:
employment contract
copy of passport
employer’s confirmed application
For self-employed individuals:
proof of annual income/turnover or
business plan + proof of financial resources (for new activities)
Permit validity
Category
Initial validity
Renewal
Standard
6 months – 1 year
Up to 1 year per renewal (first 5 years)
IT sector
3 years
Up to 3 years per renewal
To extend the permit, an application must be submitted at least 30 calendar days before expiration.
IT sector – special conditions
Foreigners working in the IT sector may obtain an IT residence permit instead of a standard work permit.
Additionally, companies with international company status or innovative startup status may skip the job vacancy publication stage.
Transition periods
Labour immigrants registered before March 1 must obtain the required permits by January 1, 2027
Self-employed foreigners already operating before March 1 must comply by May 1, 2026
What happens in case of non-compliance?
Penalties are strict:
2,000 GEL – for working without proper authorization (applies to both the foreigner and the employer)
1,000 GEL – for failure to notify authorities about changes or termination of employment
Repeated violations result in increased fines.
Summary
The new legislation significantly changes how foreigners can work in Georgia. While the process used to be simple and less regulated, it is now more structured and controlled.
It is important to understand the requirements in advance and act accordingly to avoid legal issues and financial penalties.
Moving to Georgia can be exciting, but let’s be honest – dealing with money matters in a new country is not always simple.
If you are a Filipino living in Georgia, you probably need a practical way to manage everyday financial tasks – sending money home, exchanging currency, paying bills locally, and finding a service you can actually understand and trust.
Instead of using one service for transfers, another for exchange, and another for utility payments, InexPay gives you everything in one mobile app. It is designed to make financial tasks easier, faster, and more convenient for people living abroad.
One App for Everyday Financial Needs
InexPay is more than just a money transfer app. It helps you manage several important financial services in one place, including:
International money transfers
Bank transfers
Send to GCash in the Philippines
Card-to-card transfers
Currency exchange
Utility and other essential local payments
This means you do not need to waste time comparing different providers or visiting multiple places just to complete simple financial tasks.
Sending Money to the Philippines is Easy
For many Filipino expats in Georgia, one of the biggest priorities is sending money back home safely and conveniently.
With InexPay, you can send money to the Philippines through different available options, depending on what is most convenient for your recipient.
These options include:
Direct bank transfers
Transfers to GCash accounts
Cash pick-up through major partner networks
For bank transfers, recipients may receive money through major banks such as Metrobank, BDO, and PNB. For cash pick-up, available partner networks may include Cebuana and Palawan. This gives your family or loved ones more flexibility in how they receive funds.
A Simple Example
Let’s say Maria is working in Tbilisi and wants to send money to her family in the Philippines.
She downloads the InexPay app, registers her account, and completes verification at the nearest IntelExpress branch one time only. After that, she can send money directly from the app.
If her family wants the money in a bank account, she can send it to a partner bank. If they prefer a mobile wallet, she can choose GCash. If they want to collect cash, that option is also available through partner locations.
So instead of searching for multiple services or dealing with unclear conditions, Maria can handle everything through one app.
She also uses the same app to pay her utility bills in Georgia. For her, it means:
Less stress
Less time spent visiting different offices
More confidence that her family receives the right amount
Create your account directly in the app by entering the required personal information.
3. Complete one-time verification
To get full access to all services, you need to complete identity verification once at an IntelExpress branch in Georgia. This is a one-time step required for security and regulatory compliance.
After verification, you can manage your transactions directly from the app without needing to visit a branch again every time.
5. Send money
Choose the country, select the preferred transfer method, enter recipient details, review the amount and exchange rate, and complete the transfer.
The process is structured to be easy to follow, even if you are using the service for the first time.
Competitive Currency Exchange Rates
Another important benefit is currency exchange. With InexPay, you can convert currency at competitive rates that are:
Better than many banks
Better than microfinance exchange rates
Better than exchange booth rates
This can make a real difference when you send money regularly or need to convert funds for daily use.
Useful for Life in Georgia Too
InexPay is not only for sending money abroad. The app is also useful for daily life in Georgia because it supports utility and other essential payments. So whether you need to send money home or manage local expenses, you can do both in one place.
That makes it especially practical for expats who want one simple financial solution instead of several separate services.
Available in Filipino Language
One more important benefit for Filipino users is accessibility. The InexPay app is also available in the Filipino language, which makes the experience easier and more comfortable for users who prefer navigating financial services in their native language.
This is especially helpful during registration, checking transfer details, and using the app with more confidence.
Customer Support When You Need It
If you need help, InexPay offers customer support in Georgian and English through official support channels and IntelExpress branches.
Whether you need assistance with registration, verification, transfers, or transaction details, support is available when needed.
Regulation and Licensing
InexPay is officially registered and licensed by the National Bank of Georgia as a payment service provider (License №0088-2904).
All transactions are conducted in full compliance with the regulations of the National Bank of Georgia. This ensures service security, reliability and full protection of customer interests.
For expats living abroad, working with a licensed and regulated provider is essential. It guarantees transparency, compliance and financial protection under Georgian law.
Final Thoughts
Living abroad already comes with enough adjustments. Managing your finances should not be one of the hardest parts.
For Filipino expats in Georgia, InexPay offers a practical way to handle money transfers, currency exchange, local payments, and everyday financial needs – all in one app.
If you are looking for a simpler and more flexible way to manage your money in Georgia and support your family back home, InexPay can be a useful solution.
You might be surprised to learn that the first money transfers were not done through banks, apps, or telegraphs, but through trust and word. This all began back in the 8th century, when humanity still traveled by horse and even paper money didn’t exist.
It was during this period that a system called Hawala emerged – simple yet brilliant in concept:A person in one country would give money to an agent and ask them to deliver the same amount to their friend or family member in another country.
The money itself didn’t actually move – the agents simply trusted each other and settled their balances later.
And that’s how the history of international transfers began.
There were no banks, no apps, but there was one core value: trust. And that trust was so strong that the Hawala system functioned for centuries, from India to North Africa.
When Words Were Contracts
Hawala agents didn’t store money in safes or sign papers, their contract was their word and integrity.
Today, that might sound strange, but at the time, it was enough – money could freely move from person to person, without any banking system.
Simply put, Hawala was the first “fintech” – one that didn’t need Wi-Fi.
What Changed Almost 1300 Years Later?
Since the 8th-century Hawala, humanity has gone through many stages: telegraphs, money transfers with high fees, long queues and cash-out issues. Eventually, we reached the point where sending money or performing card and bank transfers can be done with just a few taps in the InexPay app – right from home.
You simply open the app, go through a quick registration and authorization and send international remittances via the InteliExpress system to 50+ countries or make bank and card transfers across Europe and Asia, with the best fees and conversion rates.
From Word to License – The Evolution of Trust
In the 8th century, trust meant a personal word. Today, trust means regulation, transparency and security standards that protect every user transaction.
The word-based contract has been replaced by a license, but the idea remains the same – reliability.
This means every transfer is protected by law, your funds are kept in special nominal accounts in a bank, and the system fully complies with international financial standards.
Even though we live in a digital world, pawnshop loans have long remained a “traditional, physical” process — branch visits, paper receipts, queues, and a lot of wasted time.
Now, you can repay your InteliExpress pawnshop loans directly from the InexPay app, with zero commission.
That’s why we decided to make using InteliExpress pawnshop services even easier for our customers and introduced a new feature in the app. With it, you can manage your loans without leaving home — quickly, securely, and at no extra cost.
Why connect your InteliExpress pawnshop loan with InexPay?
Beyond being extremely simple — just a few clicks — the new feature gives you flexibility and full control:

Fast and easy payments – pay principal, interest, or penalties in just seconds, without visiting a branch. You can also repay your loan in full.
Save time and money – the service is available 24/7, so you can manage your loans whenever it’s most convenient for you.
How does it work?
Download the InexPay app
Complete a simple registration and verification
Connect your InteliExpress loan – only your consent is required, no additional data needed
Once your loan is connected, the Pawnshop Loans page will display:
Your active loans
Interest to be paid
Due date
Remaining principal
Available limit
For more details, click “View Details.” To proceed with a payment, click “Continue,” and a window will open where you can pay interest, penalties, or repay the loan in full.
Simply choose the account you want to pay from and confirm the transaction.
Now, you can manage all your InteliExpress pawnshop loans easily from one place.
